- ItemDesafíos en planificación territorial y resiliencia costera: el caso de la amenaza de tsunamis(Serie Geolibros, 2022) Vicuña del Río, María Magdalena; León Canales, JorgeLos instrumentos de planifcación urbana y de ordenamiento territorial, a través de su capacidad de conducir el desarrollo de la morfología urbana, pueden incidir signifcativamente en la vulnerabilidad frente al riesgo de desastres de origen natural. Para indagar en esta relación, este capítulo analiza el caso de los planes reguladores comunales (PRC) de 12 ciudades expuestas a la amenaza de tsunamis en Chile. Con este objetivo, se examinan como los PRC inciden en las tres dimensiones componentes de la vulnerabilidad: exposición, susceptibilidad y capacidad de respuesta. Para ello se utiliza una metodología que, en entornos de Sistemas de información Geográfca (SIG), combina el análisis de las reglamentaciones incluidas en los PRC con la información de inundación por tsunami incluidas en las cartas CITSU del SHOA. Complementariamente, se desarrolla un modelo de evacuación por agentes que permite evaluar cómo la forma urbana condiciona la capacidad de respuesta de la población. Los resultados de esta investigación muestran que el riesgo por tsunami está todavía escasamente incorporado en los PRC, incluso después de eventos destructivos recientes en los años 2010 y 2015. Aún más, los PRC son excesivamente laxos en restringir densidades de ocupación en zonas altamente expuestas a la amenaza de tsunami (lo cual puede incrementar de forma signifcativa los tiempos de evacuación, como así lo demostramos) y también permiten el emplazamiento de infraestructura de importancia crítica en estas zonas.

The social welfare generated by good public transport comes at a price, however. Almost all forms require large investments into infrastructure, vehicles and operation. With limited finance, ideal public transport remains a distant goal, and a lot of effort goes into finding an optimal allocation of budget to investment options. The key question for these decisions is: How big is the total benefit of a proposed investment? To answer it, one needs to predict how the potential users will make use of the hypothetical improved public transport. For responsible decision-making, this prediction should be rational, transparent and accountable. It is no surprise therefore that models are typically used to produce the predictions. These models span the whole range of mobility decisions made by individuals, from long term to short term. Passenger route choice, the focus of Part III, accounts for only a part of the complex decision hierarchy. Before zooming into route choice models, this chapter looks at the planning process as a whole, explains the role of models in decision-making and gives an overview of the whole decision hierarchy. The last two sections introduce the general mathematical framework, in which decision models are formulated and set the stage for the description of specific models.

This chapter presents an empirical analysis of the problem looking at different variables, both tangible and intangible, that help to explain mode and route choices on a public transport system. It is shown that travellers appear to consider a wide variety of attributes, such as different travel time components, fares, the transfer experience involved, vehicle crowding levels, the network topology, and that they weight these differently according to their socio-economic characteristics.
