Abstract
The mining activity has a representative participation in Peru and is therefore expected to have positive effects on poverty reduction. This, with the support of monetary transfers made by the mining producers through the Mining Canon. However, the relation and effect is unclear. Then, this study intends to quantify their relation. The research started from the elaboration of the District Poverty Map to 2017, by replicating the Small Area Estimation (SAE) methodology and using the information available with poverty data of 2013. Together with data on fiscal transfers to local governments from the Mining Canon, average level of education, index of inequality, dependency rate, average number of household members, all at a district level, an exploratory analysis was carried out to answer this hypothesis. The data was obtained from the National Household Survey and the Census to 2017, from the Map of district poverty to 2013 and from the Economic Transparency platform of the Ministry of Economy Finance to 2016. Applying regressions with linear modeling, it is found that the districts that receive this tax have a higher average per capita consumption and therefore lower poverty rates. However, these positive problems decrease when the geographic domains are broken down, where it is show that in the sierra the effect is less than the coast.
