- ItemAccessibility and the Capabilities Approach: a review of the literature and proposal for conceptual advancements(TAYLOR & FRANCIS LTD, 2021) Vecchio, Giovanni; Martens, Karel; CEDEUS (Chile)The Capability Approach, developed by Sen and Nussbaum, has recently gained increasing attention in the transport literature. This paper adds to this growing body of literature by investigating how the approach can generate consistent evaluative approaches to inform (urban) transport planning. The paper reviews the mobility literature that has investigated the Capabilities Approach and identifies the opportunities and challenges of employing the approach as a basis for transport planning. The review highlights the different, and sometimes patchy, ways in which the key notions of the approach have been conceptualised and operationalised. Discussing this growing but scattered literature, the paper embraces the emerging direction that understands accessibility as the capability that transport planning and policy should consider. Further refining this understanding, the paper proposes a twofold evaluative approach combining a top-down and a bottom-up component to capture the myriad of conversion factors shaping people's accessibility-as-capability and functioning. By systematically adopting the Capabilities Approach, transport planning and mobility policies will be directed to enhancing each person's freedom to pursue the life they have reason to value in contemporary societies.
- ItemAccessible Tourism and the Role of Public Transport Provision: Comparing the Access to Attractions for Tourists with and without Disabilities in Bangkok(American Society of Civil Engineers, 2020) Fernandes Ferreira, Amanda; Leite Damaceno, Aline; Chang, S. K. JasonTourism is acknowledged as one of the world's most important economic sectors, responsible for a significant share of global GDP. Transport is a key element for this industry, as one of the factors that affects the attractiveness of a tourist destination. Worldwide, it is estimated that more than 130 million people have some sort of disability that requires the use of a wheelchair and that number will tend to increase, due to the rapidly aging population. The provision of wheelchair-friendly transportation, particularly in the public sphere, is essential to ensuring access to tourist attractions. In that context, in this paper we aim to assess how the absence of fully accessible public transportation affects the tourism of wheelchair users. To perform this study, the city of Bangkok was chosen, which ranked as number one in the list of most visited destinations in 2018. As the literature shows that tourists usually prefer to use railways rather than buses when they are traveling to unfamiliar places, this study considered only the urban rail systems in the analysis. In order to evaluate the influence that the provision of wheelchair-friendly transportation has on the access to tourism, the most visited tourist attractions, as well as their locations within the city's municipal area, were identified and sorted. Data on the number of lines and stations, accessibility status of each station, and its distance from the tourist destination were also collected. The geographic information system tool was then used to analyze the station coverage. The results showed that the lack of accessibility in some stations or their distance from the destinations can create inequality of access. Moreover, insufficient provision of accessibility is a critical issue that can inhibit the tourism of people in wheelchairs, which in turn can lead to a potential economic loss for the sector.

- ItemAdvertising and female representation in women’s magazines: An approximation to the case of eva magazine(Universidad Diego Portales, 2020) Vergara Leyton, Enrique; De Simone Polania, Rosa Liliana; Armstrong Bofill, Paula; Quiroz Villalobos, Diego AlonsoThis article studies the evolution of women representation throughout advertising in women’s magazines, taking as a reference the case of the Chilean magazine Eva that circulated in the country between 1943 and 1974, reaching a significative leadership among editorial publications. With the analysis we seek to understand two central dimensions of the graphic heritage and the relationship it has with the imaginary of feminine consumption: the formal and the symbolic. In conceptual terms, two areas can be described to understand how advertising develops in these publications. In the first place, the editorial space given to woman, as consequence to cultural changes experienced since the end of the 19th century, and in second place, the crescent influence of advertising agencies on promotion and circulation of American a esthetic-cultural values, and the existence of a consumption society at international level. From a quantitative and qualitative analysis of the corpus of graphic selected pieces, the main advertised products were identified, which are circumscribed into two thematic dimensions: woman’s physical appearance and her role as a housewife. However, these two dimensions acquire distinctive characteristics over time which translates in how woman’s representation evolves in three different levels: the woman who consumes to be seen and admired for her beauty; the woman that consumes with an objective; and finally, the woman that consumes for her own self.

- ItemBus drivers and their interactions with cyclists: An analysis of minor conflicts(Elsevier Ltd, 2024) Mora, Rodrigo; Waintrub Santibanez, Natan; Figueroa-Martinez, Christian; CEDEUS (Chile)Driving a bus in a city is a challenging task as it demands paying attention to changing conditions (e.g., weather, congestion) while interacting with passengers and other road users who sometimes display unpredictable behaviours. Cyclists play an important role in these interactions. This paper investigates how cyclists are perceived by bus drivers and how conflicts arising from their daily interactions shape the attitudes of bus drivers. A total of 639 bus drivers (4% of the workforce, 91% males) working in Santiago de Chile responded an online survey. The survey asked drivers about their perception of other transport modes, their experience with traffic collisions and the conflicts they have had with cyclists. Later, logistic regression models were estimated, using “coexistence with cyclists” as the dependent variable. The findings show that younger and older drivers have a better perception of cyclists compared to middle-aged ones. Negative experiences with cyclists worsen the perception of co-existence with cyclists; meanwhile, previous cycling experience was unrelated to drivers’ perceptions. The results also suggest that existing norms are perceived as ineffective. Finally, gender was not statistically significant in shaping bus drivers’ perception of cyclists, yet this topic requires further attention as the composition of the public transport labour force is changing.
- ItemBus Rapid Transit: End of trend in Latin America?(Cambridge University Press, 2024) Hidalgo D.; Giesen Encina, Ricardo; Muñoz, Juan CarlosBus Rapid Transit (BRT) has grown fast in the last 25 years, promising low-cost, rapid implementation, and large positive impacts. Despite advances, many systems in middle- and low-income countries face operational and financial issues, particularly in Latin America. Some practitioners, researchers, and decision makers, and the media are questioning its ability to provide quality services. Is this the end of a trend? To answer this question, this paper explores the status of the BRT industry and literature on the topic, with a focus on Latin America, as well as the emblematic cases of Curitiba, Quito, Bogotá, Mexico, and Santiago. Overcrowding, lack of reliability, fare evasion, issues of safety and security, and poor maintenance are evident problems in these and other cities. They seem to be a result of institutional and financial constraints, as well as technical limitations of surface-based transit modes. BRT has been able to deliver high-capacity and fast and reliable services, but requires permanent management and investment to face growing demand and aging infrastructure and vehicles, just like rail systems do. In addition, attention needs to be provided to data, technology innovation, urban integration, and public participation to keep BRT as an integral part of multimodal high-quality sustainable mobility networks in the future.
