All rights reserved.This article explores the perception of a group of academics about the leadership style of their directors as well as the organizational culture within their respective academic units, in order to identify which one of these are more related to quality levels. For this purpose, 161 faculty members from a public university in Chile were studied, and in order to test the model, a multilevel structural equations model was used. Results indicate that at the level of academic’s, transformational leadership is associated with a greater perception of adhocratic culture, and at the department level the link between the director’s level of transformational leadership and performance is mediated by the adhocratic culture of the department.

All rights reserved.We explore whether there is a relationship between the quality of a university, measured by its level of accreditation, and the variables that shape its institutional administration. We work with the methodology of theoretical and literal replication in three universities, two with high and one with low level of accreditation. We considered the following dimensions of administration, as defined by accreditation criteria: definition of mission and purposes, coherence of the organizational structure, planning and institutional research, administration of human resources, administration of material resources, and financial management. We find that the criteria governing the evaluation of institutional administration have a low and erratic relationship with the level of accreditation attained by the institutions.

- ItemLa profesión académica en Chile: 50 años en cuatro momentos(2021) Bernasconi Ramírez, Andrés; Berríos Paulina; Véliz Calderón, DanielaEn este artículo se presentan algunos de los resultados para Chile de la reciente encuesta de la profesión académica APIKS (Academic Profession in the Knowledge Based Society) 2018-2019, en el contexto de una trayectoria de 50 años de la deliberación y práctica universitaria en Chile sobre en qué consiste ser un académico o profesor. Esta pregunta se examina en cuatro momentos: el de la reforma universitaria de fines de los años 1960, el de la dictadura y las reformas de los años 1980, el de la transición a la democracia a inicios de 1990, y el de la época contemporánea. En él se cotejan los resultados de APIKS Chile, con la encuesta Carnegie, aplicada en Chile entre 1991 y 1993. Se devela una tendencia general hacia la construcción, primero, y la hegemonía, después, del perfil del académico caracterizado por la posesión del grado de doctor, la generación recursos para la investigación, y la publicación de sus trabajos en revistas de corriente principal.
- ItemLatin America: Weak academic freedom within strong university autonomy(Cambridge University Press, 2024) Bernasconi Ramírez, AndrésIn Latin America, the notions of academic freedom or the freedom of science have not had the overarching influence in defining the prerogatives of scholars and the university that we see them exerting over the experiences of Western Europe and the Anglosphere. The governing notion, from whence all other freedoms emerge, is that of university autonomy. In Latin America, university autonomy evolved over the twentieth century as a protection of the university against the encroachment of governments - often authoritarian or outright dictatorial - so they could carry out their missions as they defined them. In Latin America, the locus of what in Europe is understood as scientific freedom is vested in the universities, not in the professoriate. It is assumed that free universities will foster an environment of academic freedom within. The contemporary contestations of university autonomy in Latin America fit squarely into the liberal script, as they seek to make universities more responsive to policy goals in the areas of higher education quality and accountability, efficiency and productivity, expansion of public or private provision, access and equity. Often, universities and their associations have raised autonomy as an objection to these policy agendas.

All rights reserved.The aim of this article is to identify the main research lines of leadership in higher education institutions that have emerged in the period 2019-July 2020. For this, a bibliometric analysis of the Web of Science, Scopus, and SciELO databases was carried out under the terms of leadership, and institutions of higher education, universities, and community colleges. Similarly, the Bibliometrix R-tool was used to describe trends in the field. The findings suggest four main areas of study associated with leadership, which are 1) the effects (direct or indirect) that leadership styles have on different aspects of interest, 2) the learning and development programs implemented in tertiary educational institutions to encourage leadership in students and teachers, 3) the women leadership in academia, and 4) the attitudes, competencies, knowledge, and characteristics that leaders must present to be effective in the academic field.

- ItemPathways to the creation of research capacities in Universities in developing countries: perspectives from a literature review(ROUTLEDGE JOURNALS, TAYLOR & FRANCIS LTD, 2023) Veliz, Daniela; Bernasconi Ramírez, Andrés; Celis, Sergio; Mella, Monserratt; Miranda, ConstanzaUniversities seeking to establish or expand their research missions in developed countries have at their disposal well-established literature on strategies to foster research capacity in universities. On the contrary, the literature on these processes in the context of developing countries is quite recent and scarce. We offer a descriptive, narrative review of the literature on research capacity building in universities in developing countries, both in terms of the conceptual models or theoretical frameworks used and of strategies reported. We also compare this corpus with recent literature on this set of issues coming from developed countries, covering 40 papers overall. On the theoretical side, we find substantial differences in density and content across both sets of papers. The empirical dimension suggests universities in developing countries tackle the problems of fostering research capacity piecemeal and idiosyncratically without the benefit of an overall conceptual model or blueprint to guide them.

All rights reserved.In this article we describe the origins of public funding for private institutions of higher education in Chile in the early twentieth century. With this purpose, we examine the period between 1850 and 1923, from the early expressions of public funding of private schools, to the approval in 1923 of subsidies for Universidad de Concepción and Universidad Católica de Chile. With the goal of understanding how these subsidies were thenjustified, we reviewed budget laws, minutes of parliamentary discussions in the House of Deputies and in the Senate, printed media published at the time, as well as secondary sources. We find that the first proposal to support a private university with public funds emerges shortly after the foundation of Universidad de Concepción in 1919, and as a result of its financial shortfalls in those early years. Universidad Católica is benefitted with public funding in 1923 as a result of a political compromise to provide equal support for both private universities. We also assert that the policy of subsidization of private primary and secondary schools paved the way to the extension of this policy to higher education.

Junto con ello, se plantea la importancia de promover el desplazamiento de parte de la Convención por las distintas regiones que componen el territorio nacional, para evitar un posible centralismo en las decisiones.Finalmente, el documento plantea consideraciones respecto de la deliberación y el consenso de la Convención Constitucional, donde se mencionan aspectos como el quórum de votación, el tono del debate, la transparencia y las estrategias de comunicación para las distintas etapas del proceso.
- ItemStriving for excellence in the age of rankings: Insights from two leading research universities in Latin America(Edward Elgar Publishing Ltd., 2021) Bernasconi Ramírez, Andrés; Knobel M.© Ellen Hazelkorn and Georgiana Mihut 2021.The higher education sector’s main challenges in Latin America can be addressed with guidance from the few flagship universities of the region. However, these universities face both internal and external obstacles that hinder their full modernization, threatening their leadership. In this chapter, following the path of recent works analysing the impact of global rankings on universities’ strategies, missions, structures, and functions, we inquire about the extent to which global rankings have influence, or not, in the development strategies of two leading Latin American universities: Pontificia Universidad Católica de Chile (PUC-Chile) and Universidade Estadual de Campinas (Unicamp). Findings suggest that rankings are not just passively received by institutions but are instead leveraged for strategic advantage vis a vis internal constituencies or external stakeholders.
