- ItemBenchmarking the Covid-19 pandemic across countries and states in the USA under heterogeneous testing(2020) Asahi Kodama, Kenzo Javier; Undurraga Fourcade, Eduardo Andrés; Wagner, RodrigoPublic health officials need to make urgent decisions to reduce the potential impact of the CoVID-19 pandemic. Benchmarking based on the increase in total cases or case fatality rates is one way of comparing performance across countries or territories (such as states in the USA), and could inform policy decisions about COVID-19 mitigation strategies. But comparing cases and fatality across territories is challenging due to heterogeneity in testing and health systems. We show two complementary ways of benchmarking across countries or US states. First, we used multivariate regressions to estimate the test-elasticity-of-COVID-19-case-incidence. We found a 10% increase in testing yielded ~9% (95% CI:4.2–3.4%; p<0.001) increase in reported cases across countries, and ~2% (95%CI:0.1-3.4%; p=0.03) increase across US states during the week ending April 10th, 2020. We found comparable negative elasticities for fatality rates (across countries: β =-0.77, 95%CI:-1.40– -0.14; p=0.02; US states: β=-0.15, 95%CI:-0.30-0.01; p=0.06). Our results were robust to various model specifications. Second, we decomposed the growth in cases into test growth and positive test ratio (PTR) growth to intuitively visualize the components of case growth. We hope these results can help support evidence-based decisions by public health officials as more consistent data hopefully becomes available.

Escuela de GobiernoEl capital social se ha provisto como un elemento relevante en el cumplimiento de medidas preventivas en salud, incluso en contexto de Pandemia. A partir de esta tesis, es que examino la asociación de tres medidas de capital social y el cumplimiento de cuarentenas como forma de protección frente al COVID-19, en asentamientos informales. Encuentro que la confianza en las autoridades tiene una relación positiva, sin embargo, esta relación se pierde con el tiempo. En tanto, la organización en actividades se comporta de manera negativa y contrariamente a la tendencia vista en población general. La participación en actividades de soporte comunitario adquiere significancia en su asociación con el cumplimiento de cuarentenas a medida que avanza el tiempo de pandemia.
- ItemContribution of social, spatial, and economic frictions to the socioeconomic school segregation : evidence from Chile(2019) Baloian Gacitúa, Anushka; Figueroa González, Nicolás Andrés; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Instituto de EconomíaA growing body of research has shown that increasing freedom of school choice may lead to higher socioeconomic school segregation. However, the evaluation of related educational policies requires a deeper understanding of the channels through which parental choices impact on socioeconomic school segregation, and a measure of the contribution of each of those channels. I look at rankordered Pre-Kindergarten preferences of high socioeconomic status (SES) and low-SES parents to explore this interrogation. Through the simulation of multiple counterfactual scenarios regarding school applications and the school admission process, I quantify the contribution of social, spatial, and economic frictions to socioeconomic school segregation in Chile. While removing social frictions leads to a significant decrease in socioeconomic school segregation, removing spatial frictions does not. Finally, removing economic frictions to all types of students leads to a significant increase in the levels of segregation due to highly congested school applications and heterogeneous preferences of high-SES and low-SES parents concerning school attributes.
- ItemDiagnóstico sobre la baja participación de mujeres en educación superior técnico profesional vinculada al área de tecnología en Chile(2021) Peñailillo Kuzmin, Valentina; Aguirre, Josefa; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Escuela de GobiernoActualmente existe en Chile una baja participación de mujeres en el área de tecnología a nivel de carreras técnico profesionales en educación superior. Este es un problema de política pública, porque produce una brecha salarial de género a nivel de educación técnica superior, debido a que las carreras dentro del área tecnológica son las que concentran los ingresos promedio más elevados. Por lo tanto, la educación superior técnico profesional presenta una segregación según género respecto de las áreas de especialización. Adicionalmente, la baja representación de niñas y mujeres en áreas como tecnología, significa la negación de oportunidades de desarrollo en carreras lucrativas en el mercado laboral. Además de impedir que las mujeres aporten habilidades, actitudes y perspectivas distintas para el desarrollo de las organizaciones. Dado que este es un estudio más bien reflexivo, las posibles causas de esta desigualdad de género dentro de las carreras técnico profesionales superiores, se vinculan con tres razones identificadas a partir de la revisión de la literatura: (1) la masculinización y feminización de las profesiones; (2) factores en la niñez y adolescencia que influyen en las decisiones vocacionales al ingresar a la educación superior y; (3) lugares de trabajo y estudio adversos hacia las mujeres que deciden estudiar una carrera en el área de tecnología. Finalmente, se recomienda realizar un análisis a nivel de educación básica y media, sobre las percepciones e intereses vocacionales hacia el área de tecnología a nivel de carreras técnico profesionales superiores, de niños, niñas y adolescentes. De modo de comprender cómo estos intereses se vinculan con su propio desempeño académico. Y de identificar qué factores facilitan u obstruyen la elección de una carrera en esta área. Además, se propone realizar un análisis de las condiciones en las que se desempeñan las estudiantes de carreras técnicas superiores relacionadas al área de tecnología. Así como también un análisis del contexto laboral al que se enfrentan las mujeres del área tecnológica. A través de este tipo de análisis, se constatarían aquellos factores que facilitan u obstruyen su progreso, tanto en el ámbito educativo como en el laboral.
- ItemEstudio de caso : Programa Barrios y Comunidades de Verdad de la ciudad de La Paz, Bolivia(2021) Terán Orsini, Miguel Antonio; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Escuela de GobiernoBolivia es uno de los países más pobres de Latinoamérica y su sede de gobierno, La Paz, con sus barrios marginales es prueba de ello; al tener una topografía particular, llena de montañas, expone en su gran mayoría barrios en extrema pobreza, construcciones ilegales, asentamientos no planificados sin acceso a servicios básicos como luz y agua, vías de conexión vehicular y peatonales restringidas y peligrosas. Estos barrios en su mayoría no presentan registros de propiedad debidamente establecidos; una característica común es que están formados por migrantes del altiplano boliviano los cuales suelen ser excluidos socialmente en la ciudad. Las viviendas son precarias y con altos niveles de hacinamiento. El Programa Barrios y Comunidades de Verdad nace como potestad del Gobierno Autónomo Municipal de La Paz, como consecuencia de iniciativas nacionales de programas de mejoramiento barrial de los años 90. Estas iniciativas fueron impulsadas por organismos internacionales con el objetivo de beneficiar a los barrios que se encontraban en situación de marginalidad urbana, con altos niveles de pobreza y deficiente infraestructura urbana. Este trabajo analiza el programa acercándose a tres aspectos ligados al proceso de política: “Legitimación”, “Evaluación” y “Cambio” de Kraft y Furlong (2018). Se utiliza como herramienta analítica el Modelo Lógico de Programa desarrollado por McLauhlin & Jordan (1999) y Yin (2018), el cual detalla todos los componentes, resultados, actores críticos del programa y los factores externos que afectaron el desenvolvimiento del Programa Barrios y Comunidades de Verdad. El documento expone tres aprendizajes principales de política pública que surgieron del análisis realizado a los informes de seguimiento del Gobierno Autónomo Municipal de La Paz y los documentos públicos. En primera instancia se detecta la ausencia de coordinación y cooperación entre Gobierno Central y Gobierno Municipal, limitando así la eficiencia del programa y su implementación, debido a barreras económicas impuestas por el Gobierno Central y los pocos incentivos que el sistema de gobierno boliviano provee. Como segundo aprendizaje, se evidencia la ausencia de evaluaciones de impacto, dificultando la verificación del alcance de objetivos y los efectos tangibles del programa. Finalmente, como tercer aprendizaje, se evalúa la poca adaptabilidad del programa a las condiciones cambiantes de los barrios, obteniendo como resultado una pérdida de calidad del programa.

En base a la categorización de los cambios (más restrictivos o menos restrictivos) y los factores asociados a estos, se estudia que teoría ("Homevoter" o "Growth Machine") se impone en los cambios regulatorios.
- ItemFalta de probidad en el Congreso Nacional : estudio de casos sobre marco legislativo para la prevención de conflictos de interés(2020) Sáez Urbina, María Francisca; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Escuela de GobiernoExisten debilidades en materia de regulación de conflictos de interés en el Congreso. Una de ellas es la falta de un organismo fiscalizador independiente. Debido a que el 56% de los senadores y el 42% de los diputados tiene acciones en al menos una sociedad o empresa, existe un alto riesgo de conflictos de interés. Esto provoca cuestionamientos respecto a la primacía de los intereses particulares por sobre los generales a la hora de legislar. A partir de un estudio de casos se analiza la efectividad que tendría el proyecto que modifica la Ley Orgánica Constitucional del Congreso Nacional y otros cuerpos legales en lo relativo a probidad y transparencia (Boletín 10264-07). Este proyecto se encuentra en Primer Trámite Constitucional desde hace cinco años, y su aporte está en elevar los estándares de probidad. Esto a partir de las mejoras en materia de fiscalización, el aumento de sanciones y la mayor precisión del impedimento legislativo.
- ItemInformation acquisition in the context of a centralized school admission system(2021) Correa Besoain, Felipe Antonio; Asahi Kodama, Kenzo Javier; Figueroa González, Nicolás Andrés; Pontificia Universidad Católica de Chile. Instituto de EconomíaIn the context of a centralized school admission system—specifically a Deferred Acceptance- we study the process of information acquisition over the quality of a school. Under the assumption of homogeneous agents in everything except on their cost for acquiring information, we analyze the different equilibriums that can arise and how they differ from what a Social Planner does. We present two versions of the model, one where the agents' valuations over the school are independent of each other, and a second where agents have common valuations over the school. In the first model, we find both positive and negative externalities of the agents' information acquisition. The result depends on what the uninformed agents prefer to do. In the second one, the behavior of the uninformed agents' is endogenous to the model because of what we call the ``curse of the uninformed", produced by those with small information acquisition costs taking advantage of that, and avoiding the school when it is of bad quality; giving those who do not acquire a greater probability of being selected in that case. There, in almost all cases, we found negative externalities from the acquisition of information. This work suggests that, under certain conditions of the uninformed agents' behavior, when the preferences over schools are horizontally differentiated, there could be gains if a central authority implements policies to reduce the information's cost. However, if the agents' valuations are common, it is difficult to improve the aggregate welfare by making information cheaper. In almost all cases, it will make aggregate welfare fall. Making those with the highest cost worse off.

- ItemNext station : crime, impact of the expansion of Santiago's subway network on criminal activity(2020) Iruarrizaga Tagle, Miguel de; Silva M., Hugo; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Instituto de EconomíaThis thesis explores the effect of a subway network expansion on different crime outcomes. During the mid-2000s Santiago's (Chile) subway system grew by nearly 50%. I use Difference in Differences and Event Study approaches, and a novel dataset that looks at both the location of crimes and the offender's home address. I find that people living near the new stations committed fewer property crimes after they opened. Larceny falls around 45%, three to five years after the inaugurations. I also find a smaller negative effect on violence-related crimes. Exploring different mechanisms, I find that the Metro expansion helped reduce commuting time, and to increase wages and working hours. This set of results could imply that better connectivity helps reduce criminal activity by creating better job opportunities.
- ItemThe stringency of urban regulation: evidence from Chile(2021) González Ugalde, Laura; Asahi Kodama, Kenzo Javier; Gil Mc Cawley, Diego; Silva, Hugo; Pontificia Universidad Católica de Chile. Escuela de GobiernoThis work explores the stringency of urban regulation in the Greater Santiago area, measured as the elasticity between property prices and two regulatory variables: maximum allowed FAR and height. A high stringency reveals that regulated levels are far below free-market levels, while a low stringency indi- cates that the two values are closer. I use a rich panel dataset that contains different regulatory variables over time, at a territorially disaggregated level for an important part of the city. I join this database to used housing transaction prices between 2007 and 2018. My results show that the strigency is not statistically different from zero in Santiago. This indicates that construction levels are probably close to what would have been in the absence of regulation. Additionally, when I study heterogeneities within the city, I do not find the stringency changes with accessibility. However, I find that high socioeconomic neighborhoods and those with stricter baseline regulatory variables have higher levels of stringency, although the last is small in magnitude. These results, however, must be interpreted with caution, considering that the analysis is centered on used housing prices –assuming that all could be regarded as land for densification–and not only in land transactions.
- ItemWorthwhile or not? Estimating the impacts of AI-based recommendation systems on Chile’s school choice system(2020) Icaran Sagaceta, Rodrigo Ignacio; Figueroa González, Nicolás Andrés; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Instituto de EconomíaThis paper studies the effects of implementing a recommender system in the context of the Chilean School Choice System. We develop an artificial intelligence-based algorithm for suggesting schools to students. Using these suggestions as input, and conjecturing different levels of acceptance rates by the population, we evaluate the general equilibrium effects of this policy. If, on average, students accepted one suggestion each, this technology could decrease the percentage of non-assigned students by 1.5pp. However, since good schools are a scarce resource, not everyone benefits from this policy. We find minor effects on commuting distances and assigned schools’ SIMCE scores. Also, we show that this technology has small but negative impacts on social welfare from a utilitarian perspective. Our results offer powerful insight for public policy and suggest that the impacts of a recommender system in a context of rival goods may be counterintuitive.

Escuela de GobiernoLa investigación propone la creación de un reglamento que permita usar en conjunto dos herramientas de política pública existentes para reducir la segregación residencial y la desigualdad en Chile. Las herramientas de política pública analizadas son los artículos de la Ley General de Urbanismo y Construcciones (LGUC) sobre “zonas de remodelación” y el subsidio DS Nº116 sobre proyectos de integración social. Después de analizar ambas herramientas, se evalúa la implementación del uso de ambas políticas de manera conjunta en base a cuatro dimensiones y se analizan los potenciales resultados de su implementación en base a experiencias internacionales.
